Update on Partial Government Shutdown, 2018-2019

**UPDATE** on January 25, 2019, the President signed a short-term funding bill that reopened the federal government. The bill does not include funds to construct a border wall, and only includes funding through February 15, 2019. Congress passed the bill immediately, but another partial shutdown could occur again if Congress and the White House do not reach an agreement on the budget and border security.

**January 15, 2019: Below is a summary of how the partial federal government shutdown is affecting various federal agencies that deal with immigration related issues. The  information initially came from the American Immigration Lawyers Association, but has been edited.

U.S Department of State (DOS): No clear impact so far, except on E visa company registration appointments in Frankfurt, Germany. It is also not clear if some “administrative processing” or “security checks” are due to normal processing procedures, or whether they might be related to the shutdown.

U.S. Department of Labor (DOL): Not impacted by the shutdown. On September 28, 2018, the President signed a minibus appropriations bill that funds the DOL through the end of September 30, 2019.

U.S. Citizenship and Immigration Services (USCIS): Not impacted by the shutdown, since it is primarily funded by application and petition filing fees.

U.S. Customs and Border Protection (CBP): The CBP website has not been updated since December 21, 2018, but otherwise it is unclear to what extent CBP has been affected. Presumably many CBP officers continue to report to work (with no pay) during the shutdown, to staff airports, land ports of entry and other border regions. It is unclear whether officers are continuing to provide services in other non-critical areas of responsibility, such as I-94 corrections.

Social Security Administration (SSA): According to the SSA, it has required 53,000 employees to continue to report to work (with no pay) during the shutdown, to continue issuing original and replacement SS cards.

E-Verify: E-Verify is completely shutdown, and will not resume operating until the shutdown is over.
